काय आहे छत्रपती शिवाजी महाराज कृषी सन्मान योजना ?

राज्यातील सुमारे 40 लाख शेतकऱ्यांचा सातबारा कोरा करणारी ही कर्जमाफी ‘छत्रपती शिवाजी महाराज कृषी सन्मान योजना’ म्हणून ओळखली जाणार आहे. या योजनेचा लाभ पीक कर्जासह मध्यम मुदतीच्या कर्जधारकांनाही होणार आहे.

24 जून : मुख्यमंत्री देवेंद्र फडणवीस यांनी अखेर शेतकरी कर्जमाफी जाहीर केली. शेतकऱ्यांना सरसकट दीड लाख कर्जमाफी करण्यात आली. या निर्णयासह मुख्यमंत्र्यांनी शेतकऱ्यांसाठी छत्रपती शिवाजी महाराज कृषी सन्मान या योजनेचीही घोषणा केली.

राज्यातील सुमारे 40 लाख शेतकऱ्यांचा सातबारा कोरा करणारी ही कर्जमाफी ‘छत्रपती शिवाजी महाराज कृषी सन्मान योजना’ म्हणून ओळखली जाणार आहे. या योजनेचा लाभ पीक कर्जासह मध्यम मुदतीच्या कर्जधारकांनाही होणार आहे.

1 एप्रिल 2012  ते 30 जून 2016 या कालावधीत थकबाकी असलेल्या शेतकऱ्यांना दीड लाख रुपयेपर्यंतचे कर्ज सरसकट माफ करण्याचा निर्णय राज्य मंत्रिमंडळाने घेतला. दीड लाखांहून अधिक थकबाकी असलेल्या शेतकऱ्यांसाठी एकवेळ समझोता योजना (One Time Settlement) राबवण्यात येणार आहे. त्यामध्ये पात्र थकबाकी रकमेच्या 25 टक्के किंवा दीड लाख रुपये यापैकी जी रक्कम कमी असेल त्या रकमेचा लाभ शेतकऱ्यांना देण्यात येणार आहे.

तसंच 2012 – 2013 ते 2015 – 2016 या चार वर्षांत ज्या शेतकऱ्यांच्या कर्जाचे पुनर्गठन झाले आहे, परंतु 30 जून 2016 रोजी ते थकबाकीदार असतील अशा शेतकऱ्यांना या योजनेचा लाभ मिळणार आहे. मात्र, ज्यांनी कर्ज मुदतीत फेडले आहे त्यांना प्रोत्साहन म्हणून पीक कर्जाच्या 25 टक्के अथवा 25 हजार रुपये यापैकी जी रक्कम कमी असेल ती देण्यात येईल.

राज्यातील विद्यमान आणि माजी मंत्री, राज्यमंत्री, विद्यमान आणि माजी संसद सदस्य, विद्यमान आणि माजी विधिमंडळ सदस्य, जिल्हा परिषद सदस्य, महानगरपालिका सदस्य, केंद्र आणि राज्य शासनाचे तसंच निमशासकीय संस्था आणि अनुदानित संस्थांचे सर्व अधिकारी आणि कर्मचारी या कर्जमाफीसाठी पात्र असणार नाहीत. चतुर्थश्रेणी कर्मचाऱ्यांना यातून वगळण्यात आले आहे.

अशी आहे छत्रपती शिवाजी महाराज कृषी सन्मान योजना

-कर्जमाफीस पात्र शेतकऱ्यांची संख्या - ८९ लाख

-  ३० जून २०१६ अखेर थकबाकीदार शेतकरी

- १.५० लाख रुपये च्या आतील थकबाकीदार शेतकरी - ३६ लाख.

(थकीत कर्जाची रक्कम रुपये १८,१७२ कोटी रुपये)

- १.५० लाख रुपये च्या वरील  थकबाकीदार शेतकरी - ८ लाख.

(थकीत कर्जाची रक्कम रुपये ४,६०० कोटी रुपये)

- नियमित कर्ज परतफेड केलेले शेतकरी - ३५ लाख.

(थकीत कर्जाची रक्कम ८,७५० कोटी)

- कर्जाचे पुनर्गठन झालेले शेतकरी - १० लाख.

 (त्या कर्जाची रक्कम रुपये २,५०० कोटी.)

 -अशा प्रकारे राज्यातील ८९ लाख शेतकऱ्यांना ३४,०२२ कोटी रुपये इतकी  कर्जमाफी
